town, and in such manner and at such place, and after such


notice as may be directed by ordinance of the corporation


not inconsistent with this sub-title of this article.


SEC. 5. And be it enacted, That the judges of all elections


for officers held under this sub-title of this article, before

holding any elections, shall each swear or affirm before a


justice of the peace for said county that he will fairly and


impartially act as judge of such election ; and said judges


of election shall keep the polls open from two o'clock until


six o'clock p. m. and shall in the presence of such persons


as may desire to witness the same, immediately thereafter


count the ballots, announce the result, and make and sign


a written certificate thereof; which they shall deliver to the


clerk of said town.


SEC. 6. And be it enacted, That if the qualified voters


shall at any time neglect to hold an election for any officers
