LAWS OF MARYLAND.


SEC. 10. And be it enacted, That the mayor and council


shall appoint a clerk of said town from among the quali-


fied voters thereof, who shall keep accurate minutes of their


proceedings ; and shall enter all laws and ordinances passed


by them, in a well-bound book, open to public inspection ;


he shall attest all laws or ordinances, and cause copies of


the same to be posted in not less than two of the most pub-


lic places in said town ; he shall file and keep all original


papers entrusted to his care ; he shall act as treasurer to


said corporation ; he shall keep an accurate account of the


receipts and disbursements of all moneys and funds of the


said corporation in a well-bound book, and shall pay out


the same only on the order of the chairman, after the bills


thereupon or orders have been passed by a majority of the


council ; he shall report annually in writing to the mayor


and council a detailed statement of the said corporation,


showing the several sums of money received and expended,


from whom received, and for and on what account and to


whom expended and paid and shall cause not less than two


copies of said statement to be posted up in the two most


public places in said town ; he shall perform such other


duties as may be prescribed for him by, this section, or the


ordinances of said council, he shall receive such compensa-


tion for his services from the funds of the corporation as


said council may, by their order, or ordinance, fix ; and the


said council shall require said clerk and treasurer to give


bond with security, to be approved by said mayor, for the


faithful performance of his duties as such, which bond


shall be made to the said corporation.


SEC. 11. And be it enacted, That the said council may


meet for the transaction of the business of said corporation

as often as shall be required for the transaction of such


business, but not less frequently than once in every three


months ; they shall elect one of their number to act as chair-


man, and may pass such rules and by-laws for the govern-


ment of their session and members as are not inconsistent


with this sub-title of this article.


SEC. 12. And be it enacted, That a majority of the council


shall have power to enact and pass all such laws and ordi-

nances not inconsistent with the laws of this State, or of

the county or this sub-title of this article, as they may


deem wise and expedient for the comfort, health, order,


prosperity, peace of said town, and the inhabitants thereof;


to open and establish, curb, pave and repair such roads,


streets, lanes and alleys as have been or may be laid out


for that purpose ; to prevent and remove nuisances ; to pro-


vide against fires, and for the extinguishment of the same ;
