forty-five, chapter three hundred and twenty-one, act
passed at session of eighteen hundred and forty-six, chap-
ter three hundred and sixty-one, act passed at session of
eighteen hundred and fifty-eight, chapter one hundred
and seventy-eight, act passed at session of eighteen nun -
dred and sixty, chapter one hundred and ninety-six, act
passed at session of eighteen hundred and sixty-two,
chapter one hundred and ten, act passed at session of
eighteen hundred and sixty-eight, chapter eighty-four,
act passed at session of eighteen hundred and seventy-
eight, chapter four hundred and thirty-six, providing for
the appointment of new commissioners, and defining their
powers and duties.

WHEREAS, by reason of death, resignation, refusal to act,
