annum and to issue county bonds therefor for sums of not

less than one hundred dollars payable in three, five and ten

years as in the judgment of said board may be deemed most

advisable said bonds shall not be subject to tax for State

and county purposes. And the said board of county com-

missioners are hereby required to estimate for and levy in

advance each year beginning in the levy for eighteen hun -

dred and ninety-two a sum sufficient to pay the jurors and

State's witnesses who may be summoned to attend said

court at its several sittings during the year eighteen hun-

dred and ninety-three, and afterwards, and in addition

thereto they shall each year levy such part of the sum so

borrowed as may be necessary to create a sinking fund for

the extinguishment of the debt hereby created at its matur-

ity and to pay annually the interest on the same.

SEC. 48. And be it enacted, That the Board of County Com-

missioners be and they are hereby authorized and empowered

to adopt a scientific and thorough system of drainage and

natural drain with ascertained depths and widths for the

complete and perfect drainage of the same and to advertise

and let out the cutting, widening and cleansing of such

ditch or making such improvement on same to the lowest

bidder for cash, the time and character of such advertising

to be such as may be adopted by said board. It shall be the

duty of such surveyor and engineer to supervise the cutting

or cleansing of such ditch or ditches and other improvements

and no ditch or other improvements shall be received or

paid for until after the same has been examined and reported

by said surveyor and engineer to be perfect in all respects

and to conform to the requirements of the contract for cut-

ting or making the same and the drainage or other improve-
