otherwise ; and be shall pay the same out to such persons


as the county commissioners shall direct ; and if the levy be


made for the use and in the name of any particular person,


he may pay such money accordingly to such person or to his


order without any further order of the county commissioners.


He shall open an account with each collector of taxes in a


book or books kept for that purpose, charging him with the


whole amount of county assessment in his district, and such


other money as may be due from that district to the county,


and shall credit him (the collector) with all payments made


to the treasurer. He shall demand prompt payment by col-


lectors, make settlements with them, and report from time


to time to the board such as are in default, for the board's


uses. In settlements with collectors he shall allow for no


delinquencies unless such allowances have been made by the


commissioners. He shall keep a correct account between


himself and the board of all moneys received by him from


all sources stating the source and credit himself with


amounts paid out, and shall keep such books and his minute


book subject to public inspection. He shall keep all vouch-


ers properly filed, and all orders of the board in proper files


for like public examination. He shall keep the commis-


sioner's office open from nine a. m. to four p. m. each day of


the week except Sunday and holidays. The clerk and


treasurer's bond shall after approval be recorded in the


clerk's office of the Circuit Court, and a copy thereof shall


be evidence in a case or suit, and if he give a policy of


insurance it also shall be similarly recorded. The salary of


the clerk and treasurer shall be seven hundred dollars per


year. In the event of death, disqualification or resignation


or removal of the clerk and treasurer the board shall appoint


for the unexpired time.


SEC. A3. And be it further enacted, That at and thence


forward from the October term of the Circuit Court for

Payment of
jurors and

Somerset County eighteen hundred and ninety-two the

witnesses

board of county commissioners shall provide for the


immediate payment of jurors and State's witnesses in atten-


dance upon said court. The payment to be made by the


treasurer of said board upon presentation and endorsement


of the certificate of such attendance issued by the clerk of


the Circuit Court for Somerset County to each of such jurors


and witnesses presenting the same. And in order to pro-


cure the money necessary to put the county treasury on such


cash basis the board of county commissioners are hereby


authorized and empowered to borrow a sum of money not


exceeding six thousand dollars in amount and to pay


interest on the same not exceeding five per centum per
