them coupons each representing one semi-annual install-


ment of interest ; and said bonds and coupons shall be


signed by the president and countersigned by the secretary


or clerk of the Board of Commissioners of Howard County ;


and said bonds are hereby exempted from all State,


municipal and county taxation ; provided, however, that


said bonds shall not be issued until the question of their


issuance shall have been submitted by the commissioners of


Howard County to the qualified voters of Howard County


as hereinafter provided, and a majority of the votes cast by


qualified voters in said county shall have been in favor of


their issuance for the purposes herein declared ; and pro-


vided further that the money realized from said levy and


from the sale of said bonds shall be used only for the pur-


poses herein declared.


SEC. 4. And be it further enacted, That on the first Tues-


day after the first Monday in November eighteen hundred

and they are hereby authorized to pay the costs of said

month, the County Commissioners of Howard County shall

election in the several election districts of each county
