ARTICLE LXXXIX.
|
|
|
|
Statistics and Information an to Branches of Industry.
|
|
|
|
1. A bureau of statistics and information, concerning the
|
|
|
|
various branches of industiy practiced in tliis State, and the
|
|
|
|
needs thereof, is hereby established, and a person, to be
|

|
known as the " Chief of the Industrial Bureau," sliall be
|

|
|
|
appointed by the Governor, by and with the advice and
|
|
|
|
consent of the Senate, who shall liold office for the term of
|
|
|
|
two years and until the appointment and qualification of
|
|
|
|
his successor, and shall receive as compensation the sum
|
|
|
|
of twenty-five hundred dollars a year.
|
|
|
|
2. It shall be the duty of the Chief of the Industrial
|
|
|
|
Bureau : 1st. To collect statistics concerning and examine
|
|
|
|
into the condition of labor in this State, with especial refer-
|

|
|
|
ence to wages, and the causes of strikes and disagreements
|
|
|
|
between employers and employees.
|
|
|
|
2nd. To collect information in regard to the agricultural
|
|
|
|
condition and products of the several counties of the State,
|
|
|
|
the acreage under cultivation and planted to the various
|

|
|
crops, the character and price of lands, the live stock, et
|
tural.
|
|
|
cetera, and all other matters pertaining to agricultural pur-
|
|
|
|
suits, which may be of general interest and calculated to
|
|
|
|
attract immigration to the State.
|
|
|
|
3rd. To collect information in regard to the mineral pro-
|

ducts of the State, the out put of mines, quarries and so
|
|
|
|
forth, and the manufacturing industries.
|
|
|
|
4th. To collect information in regard to railroads aud
|

|
other transportation companies, shipping and commerce.

5th. To keep a bureau of general information, and to this
|
|
|
|
end all officers and institutions of this State, including offi-
|

cers of the General Assembly, are hereby directed to trans-
|

|
mit to the Chief of the Industrial Bureau, all reports, as
|
|
|
|
soon as published.
|
|
|
|
6th. To classify and arrange the information, and data,
|
|
|
|
so obtained, and as soon as practicable, after entering upon
|

the duties of his office, publish the same in substantial book
|
lish.

|
form and annually thereafter revise and republish the same.
|
|
|
|
7th. The sum of five thousand dollars, or so much thereof
|
|
|
|
as may be necessary, is hereby annually appropriated to pay
|
|
|
|
the salary of the Chief of the Industrial Bureau, and the
|

expenses incident to the execution of the duties of his office;

but no part of said expenses shall be paid until the same
|
|
|
|
shall have been approved by the Governor, aud the said
|
|
|
|
|
|
|
