resignation, failure to qualify, or otherwise, the remaining


councilman, at their next regular meeting, shall elect a


suitable person as mayor, or councilman as the case may


be, to serve until the expiration of the term for which the


predecessor was elected, who shall subscribe to the oath,


which shall be certified to, as prescribed in the preced-


ing section.


SEC. 8. And be it enacted, That the mayor shall pub-


lish in some newspaper of general circulation in said town,

services as such, provided, that the notice required by this


section may be given by the president of the present board


of commissinners prior to the first election to be held under


this act.


SEC. 9. And be it enacted, That the council shall meet


the first Monday of the month ensuing their election, and


shall hold stated meetings the first Monday of every month
