resignation, failure to qualify, or otherwise, the remaining
|
|
|
|
councilman, at their next regular meeting, shall elect a
|
|
|
|
suitable person as mayor, or councilman as the case may
|
|
|
|
be, to serve until the expiration of the term for which the
|
|
|
|
predecessor was elected, who shall subscribe to the oath,
|
|
|
|
which shall be certified to, as prescribed in the preced-
|
|
|
|
ing section.
|
|
|
|
SEC. 8. And be it enacted, That the mayor shall pub-
|
|
|
|
lish in some newspaper of general circulation in said town,
|

thereof, stating the day and hours of opening and closing

the polls, the place of polling, aud the officers to be voted

for, he shall also appoint three citizens, qualified voters

of said town, to act as judges of election, who, before

entering upon the discharge of their duties, shall take oath

before a notary public, or justice of the peace, for Worcester
|
|
|
|
County, to act fairly and impartially, and in accordance with
|
|
|
|
law, as judges of said election ; oue of the said judges shall

act as clerk ; the polls shall be opened at nine o'clock, a.
|
|
|
|
m., and closed at three o'clock, p. m., and the names of all
|
|
|
|
persons voting shall be registered by said clerk ; and the
|
|
|
|
said judges shall make immediate returns under their hands
|
|
|
|
the number of votes cast, and for whom cast, with a certi-
|
|
|
|
fied copy of their oath, to the clerk of the Circuit Court of
|
|
|
|
Worcester County, who shall record the same at once and
|
|
|
|
issue certificates of election to those persons receiving the
|
|
|
|
largest number of votes for the offices for which they were
|
|
|
|
respectively voted ; said certificates" of election shall be
|
|
|
|
recorded among the proceedings of the council ; and the
|
|
|
|
judges of election shall receive one dollar each for their
|
|
|
|
services as such, provided, that the notice required by this
|
|
|
|
section may be given by the president of the present board
|
|
|
|
of commissinners prior to the first election to be held under
|
|
|
|
this act.

|
|
SEC. 9. And be it enacted, That the council shall meet
|
|
|
|
the first Monday of the month ensuing their election, and
|
|
|
|
shall hold stated meetings the first Monday of every month
|

thereafter and adjourned meetings called by the mayor as

often as necessary for the transaction of business ; and a
|
|
|
|
majority of the council shall constitute a quorum.

|
SEC. 10. And be it enacted, That the mayor shall see that
|
|
|
|
the ordinances of the town are faithfully executed, and
|

shall make a written report to the council after each annual

election the condition of municipal affairs accompanying his

|
|
|
reports with such recommendations as he may deem proper
|
|
|
|
for the public welfare of the town, and shall have the power
|

of vetoing any ordinance as hereinafter provided ; and that
