the quiet enjoyment of the streets and throughfares ; to


prevent the parading and indecent exhibition of any stal-


liou in the town ; to preserve order and secure persons and


property from violence danger or destruction, and they


may impose fines, penalties and forfeitures for the violation


of any of said ordinances, but no fine or penalty shall ex-


ceed the sum of ten dollars ; and all fines and penalties im-


posed by said ordinances shall be collected by suit before a


justice of the peace, in the name of the corporation, as


other small debts are collected ; and in case of default of


payment of said fines and penalties, and costs attending


the collection of the same, the offender may be imprisoned


in the county jail for a term not exceeding twenty days.


197. They may provide by ordinance for the immediate

arrest, without warrant of any person violating any town

or other

ordinance by riotous or disorderly conduct, or driving or

persons

riding through the streets, when in the judgment of the


president or any of the commissioners or the bailiff of the


town, the delay necessary to the issuing of a warrant will


be dangerous to the peace and quiet of the town, or the


lives, limbs or property of the citizens ; and when it shall


appear that the offender is intoxicated so as to render it un-


safe to permit him to drive through the streets, they shall


provide for the removal of the horse and vehicle without


the limits of the town, or for the deposit thereof in some


place of security until the offender shall be sober, and may


subject the property so taken and deposited to the payment


of the costs of the proceedings and the keeping of said


property until the same shall be released according to law,


and may confine the offender in some secure place until he


shall be sober.


198. The commissioners shall have power to build a lock-


up or place of confinement for the reception of offenders,

and the costs thereof shall be assessed upon the citizens of


the town, and collected as other town taxes hereinafter pro-


vided for.


200. The president and commissioners shall have power


to establish the limits aud width of the streets of said town,

to open new streets, lanes and alleys in the town, and to

streets

straighten and increase the width of and remove all obstruc-


tions from those already located or used, and to provide for


the paving of the said streets and sidewalks thereof, and


for the keeping the same in repair, pnd for the proper drain-


age of said streets and alleys, and for that purpose to con-


struct drains, sewers and culverts when necessary ; to de-


termine conditions and limitations for the erection of build-


ings in said town, and to require the removal of structures
