States above twenty -one years of age who shall have owned


property assessed in the limits of the town for the two years

next preceding the election at which they shall offer to


vote and shall have paid their tax and all male inhabitants


of the town, citizens of the United States, above twenty -one


years of age, who shall have bona fide resided in the town


for two years next preceding the election at which they


shall offer to vote shall be entitled to vote for said commis-


sioners by ballot on the third Monday in March annually at


the town hall in said town.


192. Every commissioner so elected, before he enters upon


the duties of his office, shall take an oath before some

justice of the peace of the county that he will diligently and


faithfully, according to the best of his judgment, perform


the duties of a commissioner of the said town without favor,


partiality or prejudice, and a certificate of such qualification


shall be made and returned by said justice to the commis-


sioners to be filed and recorded among their proceedings.


193. If any of the said commissioners shall die, resign or

large in the town of horses, mules, cattle, swine, geese,


ducks, goats and dogs ; to prevent any immoderate driving


through the streets of the town with carriage, stage, cart,


wagon or other vehicle, or on horseback so as to endanger


the lives, limbs or property of the citizens, or disturb
