all proper and necessary ordinances and orders to that end ;


and shall have full power and authority to impose such


fines and penalties as they may deem proper and necessary


to carry out and enforce said ordinances and orders, 'and


for that purpose shall have the same authority in the col-


lection of said fines and penalties as are conferred on said


president and commissioners in section one hundred and


ninety-six of said sub-title ; provided, that no such fine


shall exceed the sum of twenty-five dollars for each viola-


tion of said ordinances or orders ; when it may be practica-


ble, it shall be the duty of said president and commissioners


to do new and general repair work by contracts made after


public advertisement for proposals from the lowest respon-


sible bidder.
