dition to the usual standing committees of said town council,


appoint two members of said council, who together with


himself as chairman, shall constitute one of the regular

com-
mittees

the committee on water works, and it shall be the duty of


said committee to establish water rates and charges, and to


exercise a constant supervision over all said water works


and all the property and business connected tlierewith, and


the running and operating of the same, and over the superin-


tendent thereof and all other servants, agents and employees


of said town , who may be appointed, hired or employed in


and about the same, as hereinafter directed, and 'shall at


each meeting of said council make due report to the same of


their conduct in relation to all said business, and shall make


all such recommendations in relation to the property and


business of said water works they may deem proper, all of


which shall be subject to the approval, disapproval, or action


of the mayor and councilmen of said town.


SEC. 5. And be it enacted, That the first regular meeting


of the mayor and councilmen, after the election of officers on


the first Monday in April, 1892, and annually thereafter


said mayor and councilmen shall elect some suitable and


competent person to serve for one year from his said appoint-


ment as superintendent of said water works, whose duties

shall be to have the full control, custody, possession, care

his duties

and management of all the property and business belonging,


or in any way pertaining to said waterworks, and the repair,


running, operating and conduct of the same, and the making


of connections to serve the patrons of said works with water,


and he shall quarterly during his term of office make out all


water bills against water takers in the name of the mayor


and councilmen of said town, and place them in the hands


of the bailiff of the town for collection, and he shall perform


all other services in relation to the property and business


of sairl water works, which may be directed by said com-


mittee on water works, or said mayor and couucilmen, and


shall in the performance of all the aforesaid duties, be sub-


ject to the orders and control immediately of said committee,


and ultimately of the mayor and councilmen, and sliall be


removable at the pleasure of the mayor and councilmen for


or without cause, and in case of the removal, death or res-


ignation of superintendent, said mayor and councilmen shall


appoint a successor for the unexpired portion of his term,


and they shall annually at the time of his appointment fix


his salary or the rate of compensation to be paid him, and


the time thereof.


SEC. 6. And be it enacted, That on and after the said first
