levy and collect a tax on the assessable property of said
|
|
|
|
city as may be necessary to pay the interest on the city
|
|
|
|
bonds, and to provide a sinking fund for the redemption
|
|
|
|
thereof at maturity ; to pass ordinances for the preservation
|
|
|
|
of peace and good order, securing persons and property from
|
|
|
|
violence, danger or destruction ; pass ordinances for the
|
|
|
|
suppression, restraint and regulation of bawdy houses and
|
|
|
|
houses of ill fame, and to prohibit the youth of said city
|
|
|
|
from being on streets, lanes or alleys at unreasonable hours
|
|
|
|
of night ; pass ordinances providing for levying and col-
|
|
|
|
lecting a tax on assessable property of said city for the
|
|
|
|
general purposes of said corporation, not exceeding in any
|
|
|
|
one year fifty cents on each one hundred dollars' worth of
|
|
|
|
said assessable property; pass ordinances for the election
|
|
|
|
by the city council and qualification of a city treasurer and
|
|
|
|
collector, and the appointment, by the mayor, of such, other
|
|
|
|
officers, agents or servants as may be deemed necessary,
|
|
|
|
and to fix their compensation ; pass ordinances to suppress
|
|
|
|
the practice of firing and discharging firearms, rockets, tor-
|
|
|
|
pedoes and other explosives either by piohibiting the sale
|
|
|
|
thereof or otherwise ; pass ordinances to restrain and pro-
|
|
|
|
hibit gaming and to provide for licensing, regulating or
|
|
|
|
restraining theatricals, or other public entertainments within
|
|
|
|
the limits of said city ; to establish day and night police,
|
|
|
|
to punish and suppress tramps and vagrants by imposing
|
|
|
|
fines thereon ; they may pass Such ordinances as may be
|
|
|
|
necessary for the protection of the health of the city and
|
|
|
|
the appointment of a board of health ; they shall erect
|
|
|
|
lamps and provide proper and suitable lights upon the pub-
|
|
|
|
lic streets ; to open or close streets or parts of streets, lanes,
|
|
|
|
or alleys ; provided they shall not have power to close any
|
|
|
|
public street or alley, or parts thereof, or pledge the faith
|
|
|
|
and credit of said city for any sum exceeding ten thousand
|
|
|
|
dollars, without first submitting the question to the voters
|
|
|
|
of said city after twenty days public notice by hand bills or
|
|
|
|
otherwise, and two-thirds of the legal votes cast upon such
|
|
|
|
question being in favor thereof ; to erect and repair bridges
|
|
|
|
within the corporation limits, to prevent swine, cattle,
|
|
|
|
dogs or other animals from running at large on the public
|
|
|
|
streets, and to prevent the keeping of any hog pen within
|
|
|
|
certain limits or wards within the city, and to levy a tax
|
|
|
|
on dogs; they shall have power tp pass all' .ordinances
|
|
|
|
necessary to define the duties of the officers of said corpora-
|
|
|
|
tion, require bonds and fix the penalties thereof for the
|
|
|
|
faithful performance of their respective duties, to require
|
|
|
|
bonds for the performance of any and all contracts entered
|
|
|
|
into with them ; pass all ordinances for conducting the
|
|
|
|
elections herein provided, and for making returns thereof ;
