tion which shall be paid by a special tax for that purpose, to be
imposed on the occupants of the respective buildings and collected


as other taxes are collected; provided, nevertheless, that the owner


or owners of property shall be responsible for said tax in case the


same cannot be collected from the occupants thereof; and the

SEC. 29. And be it enacted, That the council shall keep, and

SEC. 30. And be it enacted, That the council shall have power


to open, and keep open streets, lanes and alleys, with the consent


of the owners of the land through which the same may pass, or


they may condemn the same upon paying damages therefor, to be

eration as well the benefits that may accrue to the owner or owners


of said property, as the damages that may occur by reason of said


opening to said owner or owners, which said persons shall report

similar to those of county commissioners of this State in such cases,


with right of appeal to the circuit court of the county in which


the land aforesaid is situated.


SEC. 31. And be it enacted, That whenever the opening, grading,

streets is to be done, or work of any nature is to be executed, the


estimated cost of which exceeds one hundred dollars, the council


shall, after due notice thereof by them given, award the work to


be done to the lowest responsible bidder therefor.


SEC. 32. And be it enacted, That the parts of the several county


roads within the limits of said town are hereby made and declared

time to time improved and repaired as in the discretion of the


council the public interests may require and the resources of the


town will justify.


SEC. 33. And be it enacted, That the commissioners of Mont-

gomery and Prince George's counties, justices of the peace, sheriffs,

constables and all other county and State officers shall have, hold


and exercise their offices and jurisdiction in said town within the


limits of their respective counties.

SEC. 4. And be it enacted, That this act shall take effect from the


date of its passage.
