LAWS OF MARYLAND.


SEC. 2. And be it enacted, That James A. Boyd, Dr. Charles


J. Maddox, Samuel S. Hayes, Allan Farquhar and John H. Bogley,
be and they are hereby appointed a building committee for the


purpose of having said new court house erected, and shall each re-


ceive the sum of fifty dollars to defray their expenses in discharg-

ing the duties required of them by this act; three of them shall


form a quorum for the transaction of all business, and the concur-


rence of three of them shall be necessary in the decision of all ques-


tions which may arise in the discharge of their duties; all vacancies


occuring in said building committee, whether from death, resigna-


tion, refusal to act or otherwise, shall be filled by the county com-


missioners of said county.


SEC. 3. And be it enacted, That the said building committee


shall as speedily as possible procure and adopt a plan and specifica-


tions for said building, and they shall invite sealed proposals by


publication for a reasonable time for building the court house

and offices and furnishing the same; and the party or parties pro-


posing to build the court house and supply the furniture for the


same shall present or send their proposals in sealed envelopes to the


clerk of the county commissioners of said county, to be by him


delivered to said building committee on the day named by them


for publicly opening said proposals; said proposals shall set forth


the amount of money for which he or they propose to do the work


or supply the furniture; and good and sufficient security shall be


taken by the said building committee for the use of said county


commissioners, and in their name from the party or parties con-


tracting to erect said building and offices, and from the party

the faithful performance of such contract or contracts as may be


entered into; and the contract or contracts for building the said


court house and offices and furnishing the same shall be awarded


to the lowest responsible bidder; and the said building committee


are hereby directed to include all the material in the present court


house, and also all the material in the building now occupied by


the county school commissioners of said county in advertising for


proposals for building said new court house and in awarding the


contract for building'the same; provided, however, that the build-


ing occupied by the county school commissioners as aforesaid shall


not be torn down and the material thereof removed until the com-


pletion of said new court house, but shall be retained for the use


of such officers of the county as can be accommodated therein


during the erection of the new building.


SEC. 4. And be it enacted, That said court house shall be in all


respects completed and furnished on or before the first day of Oc-
