may in their judgment become dangerous; they may pass ordi-
|
|
|
|
nances to cause the streets, lanes, alleys and side-walks to be
|
|
|
|
paved, graded, repaired, drained, leveled or sewered, and prescribe
|
|
|
|
the materials with which said grading, repairing, leveling, drain-
|
|
|
|
ing or sewering shall be done, and by whom, and in what manner
|
|
|
|
payment shall be made therefor; to protect and.preserve any of
|
|
|
|
the town's property, rights and privileges; to regulate the sale of
|
|
|
|
nostrums, notions, patents, secret or patented inventions and
|
|
|
|
remedies on the streets, lanes, alleys or side-walks of the town,
|
|
|
|
and the weighing of coal, hay and other commodities and mer-
|
|
|
|
chandise; to restrain, regulate and suppress bawdy-house and
|
|
|
|
houses of ill-fame, and prohibit the youth of the town from being
|
|
|
|
on the streets, lanes or alleys at unreasonable hours of the night;
|
|
|
|
they shall levy all needful taxes on the assessable property within
|
|
|
|
the town liable to taxation, not to exceed fifty cents on the hun-
|
|
|
|
dred dollars, and provide for collecting the same, and they may
|
|
|
|
make such levy in whole or in part by estimate; they shall also
|
|
|
|
provide by ordinance for the election of a clerk and treasurer, and
|
|
|
|
the appointment by the mayor and compensation of such other
|
|
|
|
officers, agents and servants as may be deemed necessary; to sup-
|
|
|
|
press the carrying of concealed weapons, and the practice of firing
|
|
|
|
and discharging fire-arms, fire-crackers, rockets, torpedoes and
|
|
|
|
other explosives, either by prohibiting the sale thereof or other-
|
|
|
|
wise; to restrain and. prohibit gaming; to provide for licensing,
|
|
|
|
regulating or restraining theatricals or other public amusements
|
|
|
|
within the town limits; to pnnish and suppress tramps by the
|
|
|
|
imposition of fines and penalties thereon, and to enforce such
|
|
|
|
fines and penalties; they shall erect lamps and provide proper
|
|
|
|
and suitable lights upon the public streets; they shall have power
|
|
|
|
to lay out, open, alter or close streets, lanes and alleys or parts of
|
|
|
|
streets, lanes and alleys by condemnation, or in any other manner
|
|
|
|
not contrary to law; provided, the question of closing any public
|
|
|
|
street or alley, or part thereof, shall be first submitted to the
|
|
|
|
voters of said town, after twenty days public notice by handbills
|
|
|
|
or otherwise, and such street or alley shall not be closed unless
|
|
|
|
two-thirds of the legal votes cast at such election be in favor
|
|
|
|
thereof; to prevent swine, cattle, dogs or other animals from run-
|
|
|
|
ning at large on the public streets, and to prevent hog-pens
|
|
|
|
within certain limits within the town; to levy taxes on dogs and
|
|
|
|
bitches; to define the duties of the officers of the corporation,
|
|
|
|
and to enforce their ordinances by fines and penalties.

|
|
Effective.
|
SEC. 2. And be it enacted, That this act shall take effect from
|
|
|
|
the date of its passage.
|
|
|
|
