SEC. 4. And be it enacted, That the said Frostburg water board

shall consist of three members to be annually chosen as follows,

namely : one from among their own number by the said mayor

SEC. 5. And be it enacted, That before entering upon their duties

under this act, the members of the said water board shall make

oath before the mayor or some justice of the peace that they will dil-

igently and faithfully perform the duties of their office to the best

their number a president and a secretary, and each member of the

said water board shall give bond to the said mayor and councilmen

of Frostburg in the penal sum of one thousand dollars conditioned

water board, and it shall be the duty of the said water board to

make a full financial report to the mayor and councilmen of

Frostburg at their regular meetings on the second Wednesday in

July, October, January and April of each year.

SEC. 6. And be it enacted, That no moneys shall be paid from

SEC. 7. And be it enacted, That the said water board are hereby

authorized and empowered to build and erect water works for the
