	SEC. 2. And be it further enacted, That the Mayor
	and Council of Hagerstown, in making contracts with	Bind said

	order of the mayor and council, lay such additional

	account of the mayor and council, and shall be de-
	ducted from the amount to be paid the said joint
	stock water company on account of interest upon

	SEC. 3. And be it further enacted, That the Mayor
	and Council of Hagerstown in making the contracts
	with said joint stock water company shall bind the
	said company to keep said water works in complete
