	place, and before a justice of the peace of the State
	of Maryland, in and for Baltimore county, each of
	them shall take an oath or make affirmation that he
	will, in all respects as such examiner, act without
	prejudice or partiality; after taking such oath they
	shall give notice by publication in one or more
	newspapers published in Baltimore county, and in
	one or more newspapers in Baltimore city, that they
	will proceed at once to discharge their duties under
	this act.
	SEC. 2. And be it enacted, That the said examiners
	shall then, as soon as practicable, proceed to value
	the damages for the land which has been taken for
	said avenue, and to make an estimate of the probable
	cost and expenses of the completion of the same as
	already laid out and contemplated, together with the	Proceed to
