CHAPTER 443.


AN ACT to provide for the completion of Edmond-


son avenue, in Baltimore county.


WHEREAS under the provisions of the act of


eighteen hundred and seventy, chapter ninety-nine,


and the act of eighteen hundred and seventy-two,


chapter seventy-eight, Edmondson avenue was laid


out from the western boundary of Baltimore city


westwardly to an intersection with the old Frederick


road one hundred feet wide, and a distance of two


and one half miles, and under the said acts, and the


act of eighteen hundred and seventy-two, chapter


three hundred and eighty seven, proceedings were


commenced for the condemnation, opening, grading

and construction of said avenue, a large amount of


assessments for benefits were paid by the owners of


property upon which the same were assessed, and

the said avenue was partially graded and constructed,
nevertheless a considerable amount of the assess-

ments for benefits still remains unpaid; and not-


withstanding the large sum expended by the property


owners, and the erection by the county of a costly


bridge over Gwynn's falls, the avenue has, for several


years, remained in an unfinished condition, to the


great injury and inconvenience of the public, as well


as the property owners interested. It being there-
fore considered that the circumstances in the case of


said Edmondson avenue requires special legislation


in regard thereto.


SECTION 1. Be it enacted by the General Assembly


of Maryland, That George H. Carman, Edward


Eider and Samuel Brady are hereby appointed and


constituted a board of examiners, with power and


authority in themselves, in case of refusal to act,

resignation or death of any of their number, to fill

such vacancy or vacancies, so as to always constitute


a board of three, a majority of whom shall form a


quorum for the performance of the duties or trans-


action of the business hereinafter required of them ;


and the said examiners, as soon as practicable after


the passage of this act, shall meet at some convenient
