SEC. 53. The County Commissioners for Prince


George's county shall, annually, in the month of

SEC. 54. And be it further enacted, That if the


said lowest bid does exceed the sum of six hundred


dollars, then the county commissioners shall not


award the contract to said lowest bidder, but in that
