in some daily newspaper in the city of Baltimore,


and also for three successive weeks in some weekly


newspaper in the city of Annapolis ; said proposals


to be delivered sealed to the county commissioners,


and at the expiration of said period of advertise-


ment the aforesaid county commissioners shall open


and examine said proposals, and award the contract


to the lowest responsible bidder or bidders; and the


person or persons who shall be awarded the contract
