SECTION 55. The County Commissioners for Mont-


gomery county shall, at their first meeting in the


month of May next, appoint three judges of elec-


tion for the town of Rockville, who shall be sub-


stantial citizens and residents in the corporate limits


of said town for at least three years next preceding
