rated institution or organization, shall be made to the said board
of "State Aid and Charities" not less than six months before
the next regular session of the General Assembly. The said
application shall be made in writing, and shall set forth the
amount to be applied for and in detail, as far as may be practi-
cable, the purpose and object for which any appropriation if
made by the State to aid said organization or institution is pro-
posed to be expended.

35. It shall be the duty of said board to carefully consider
the proposed application, taking into consideration the usefulness
of said organization or institution and whether or not the public
interests will be benefited by granting any State assistance
thereto, and if so, to what extent such State aid should be given.
In so doing the said board shall, if it be deemed necessary, visit
the headquarters of the institution or organization so applying,
investigate its workings and objects, the number of salaried offi-
cers and employees and the amount of salaries paid, whether or
not, and to what extent, it receives any aid from the county or
city in which it may be located, and acquire all such other infor-
mation as may enable the said board to form as far as may be a
correct judgment as to whether or not said application should be
favorably considered.

36. The said board shall within ten days after the first day of
January in the years in which the Legislature may assemble
make a report to the General Assembly on all such institutions
and organizations inspected or investigated as prescribed in the
preceding section, setting forth the names of all institutions and
organizations to which in the judgment of said board the aid of
the State should be extended and to what extent, as well as those
to which the aid of the State should not be extended, with the
reasons therefor, together with all other matters relating to the
conduct and management thereof as may be deemed interesting
and useful.
