37. No member of the said board or any officer thereof shall
be directly or indirectly interested in any contract for building,
repairing or furnishing any supplies to any institution or organi-
zation of which the said board shall consider the application for
State aid or be authorized by the flections of this sub-title to
visit and inspect.

38. The members of the said board shall serve without pay,
but shall have the power to appoint a secretary at a salary of not
more than twelve hundred dollars per annum and to rent a room
or rooms in the city of Baltimore at a rental of not more than
six hundred dollars per annum, and the members of the said
board and secretary thereof shall be entitled to be paid any
actual expenses that may be incurred for traveling to and from
the headquarters of any such institution or organization that it
may be necessary to visit; said expenses not to exceed five hun-
dred dollars per annum for all of said members and said secretary
who may actually visit said institutions or organizations for the
purpose of making an investigation into the working thereof
and its requirements for State assistance.

39. The secretary of the said board shall be required to keep
an accurate account of all the expenses of the members of the
said board and the secretary thereof incurred in visiting the said
institutions and organizations and the necessary expenses of the
office and shall perform such other duties as may be required by
the said board.

40. The sum of five thousand dollars or so much thereof as
may be necessary is hereby appropriated to meet the expenses of
the said board and to pay the salary of the said secretary and the
rental of the room or rooms in which the business of the board
