the direction of said commission for the purpose herein specified,
and the Treasurer of the State is hereby directed to pay all
vouchers submitted and approved by said commissioners, or a
majority of them, in accordance with this sub-title; that is, for
cases, transportation, labor, etc., as well as the necessary expenses
of the commissioners.

32. As soon as the said battle-flags have been obtained and
cared for as herein provided for, they shall be formally turned
over to the Governor, who shall direct that the care and custody
thereof in the future shall be under the supervision of the
adjutant-general, and the function of said battle-flag commission-
ers shall cease. The said commissioners shall serve without com-
pensation, other than their necessary expenses, board, etc., whilst
on official business.
Board of State Aid and Charities.

33. The Governor is hereby authorized and directed to
appoint biennially in the month of March, by and with the
advice and consent of the Senate, five discreet persons, residents
of Maryland, who shall constitute a board of commission to be
known as the "Board of State Aid and Charities. " The members
of the said board shall hold office until their successors are duly
appointed and qualified. Any vacancy occurring in said board
during a recess of the Legislature shall be filled by the Gover-
nor, subject to confirmation by the Senate at its next session. The
first of said appointments shall be made during the month of
April in the year 1900, subject to confirmation by the Senate
at the next meeting of the General Assembly. The Governor
shall designate a member of said board as president thereof.
