117. The burgess and commissioners of said town shall have
power to widen, open and keep open, streets, lanes and alleys,
upon paying damages for any private property that may be taken
for the purpose; said damages to be assessed by three disinter-
ested persons, citizens of the town, to be appointed by said
burgess and commissioners; and the said burgess and commis-
sioners are further authorized to provide for the payment of said
damages, by assessing and levying, either generally upon the
whole assessable property of the town, or specially on the
property of persons benefited, for the whole or any part of the
amount of said damages and costs.

118. It shall not be lawful for any person, whether licensed,
to sell spirituous liquors or not, to sell, dispose of, barter or give,
within the corporate limits of the town of New Windsor, or
within one mile thereof, any spirituous or fermented liquors of
any kind, or in any quantity whatever, to any youth or minor,
under the age of twenty-one years, without the written order
from the parent or guardian of such minor; and any person vio-
lating the provisions of this section shall be liable to indictment
in the circuit court for Carroll county, and upon conviction
thereof, shall be fined a sum not less than fifty dollars, nor more
than two hundred dollars, for each offence, and to be confined in
the jail of said county until said fines are paid.

119. The burgess shall be treasurer of the corporation, and
shall give bond to the corporation, with security approved by the
commissioners, in such penalty as they shall prescribe, condi-
tioned for the faithful performance of his duty as treasurer, and
he shall receive and pay away monies according to the ordinances,
of the commissioners, or a majority of them.

120. The burgess and commissioners may appoint a bailiff
who shall preserve the peace and good order of the town, and
for that purpose he shall have all the powers of a constable of
the counties.
