724 CARROLL COUNTY. [ART. 7.

assessment on all the real property within the limits of said
municipal corporation, such amount of taxes as may be required
to, pay the interest on said bonds, and also to constitue a sinking
fund for the redemption of said bonds.

1888, ch. 802.

89. The bonds which may be issued as aforesaid shall be
payable in not more than twenty years from date, reserving the
privilege of paying them at any time, and shall not be sold or
disposed of at less than par value; and the citizens of said corpora-
tion shall have the refusal of purchasing said bonds.

90. The assessment on said real property within the limits of
said municipal corporation shall be made by not more than five, nor
less than three, competent citizens who shall reside within the cor-
poration, and be possessed of real estate free from all encumbrance;
and the said real property shall not be assessed higher than its cash,
value; and the said assessors shall be appointed by the mayor
and common council, and shall qualify before a justice of the
peace before entering upon said duty; and after said assessors
shall have performed their duty, they shall report to the mayor
and common council of said corporation, when the mayor shall
announce the amount of assessment to the citizens of Manchester
at a public meeting, to be called by the mayor.

91. Any person living within the said corporation, who is not
possessed of real estate shall pay a tax on his personal property,
at the same rate per centum as paid on real estate, which tax
shall be used by said municipal corporation in the same way as
that collected on said real estate; and the same assessors appointed
by the said mayor and common council to assess real estate shall
also assess the personal property owned by persons not possessed
of real estate within the said corporation.

92. All of the said taxes shall become due on the first
day of January of each year, and if not paid when due, interest
shall be charged until paid.
