disorderly conduct; to prevent the running at large in said town
of any horses, cattle, mules, swine, geese, ducks, goats and dogs;
to prevent any immoderate driving through the streets of said
town of any animal, either in harness, under the saddle, or with-
out harness or saddle, so as to endanger the lives, limbs or prop-
erty of the citizens, or disturb the quiet enjoyment of the streets
and thoroughfares, and to prevent indecent exhibitions of any
kind in said town; and may impose fines, penalties and forfeit-
ures for the violations of any of said ordinances; but no fine or
penalty shall exceed the sum of fifty dollars; and all fines and
penalties imposed by said ordinances shall be collected by suit
before a justice of the peace in the name of the said corporation,
as other small debts are collected; and in case of default of pay-
ment of said fines and penalties, and costs attending collection of
the same, the offender may be imprisoned in the county jail for a
term not exceeding sixty days, in the same manner that commit-
ments are made for fines imposed by the circuit court for
Carroll county, on conviction for misdemeanor; but the said mayor,
or a majority of said council, shall have power to remit or re-
lease said fines, penalties, forfeitures and costs, or any part thereof,
at their discretion; but any party fined, or subject to a fine or
forfeiture, may, within five days after the same shall be imposed
and judgment recovered, supersede or stay the same for thirty
days by giving ample security to the justice of the peace; and
said party shall have a right to appeal within five days thereafter
to the circuit court for Carroll county, upon giving ample se-
curity for the payment of whatever fine and costs may be ad-
judged against him in said circuit court.

50. They shall have full power to make all such regulations
and ordinances not inconsistent with the laws and constitution of
this State, as from time to time they may deem wise, equitable
and expedient for the comfort, health, convenience and prosper-
ity of said town and its inhabitants; for the prevention and re-
moval of nuisances and the preservation of health, and the sup-
pression of vice and immorality within the limits of said town; to
provide by ordinance for the immediate arrest, without warrant,
of any person violating any town ordinance by riotous or disor-
