derly conduct, or driving or riding through the streets, where,
in the judgment of the mayor or constable of the town, the delay
necessary to procure a warrant would be dangerous to the peace
and quiet of the town, or the lives, limbs or property of the citi-
zens.

51. They shall have full power and authority annually to ap-
point a constable whose duty it shall be to preserve the peace and
good order of said town; and for this purpose he is hereby vested
with the same power and authority that constables now have
under the laws of this State, and shall receive such compen-
sation for his services as the said mayor and council shall deem
just; and the said mayor and council may, when they deem it
necessary, appoint additional constables with like authority, at
their discretion.

52. They shall have power to levy ana collect taxes in said
town, not exceeding in any one year twenty cents on the one hun-
dred dollars of the assessable property of said town; and they shall
once in five years, or oftener if they think proper, cause a new
assessment of the real and personal property within the limits of
the town, and for that purpose shall appoint one of the qualified
Voters of said town, being a freeholder therein, to make such
assessments, who, before proceeding in the execution of his duties,
shall take the oath of office herein prescribed; and he shall take as
a basis of said assessment the market value of said property accord-
ing to his best skill and judgment; and the said assessor shall
return to the said mayor and council a fair copy of his assessment
in a well-bound book within one month after his appointment,
and shall receive for his work as assessor such compensation as
the said mayor and council shall allow; and the said mayor and
council shall have power to alter and amend the said assessment
whenever they think that justice requires it; and the mayor and
council may also appoint a tax collector, whose duty it shall be
to collect the taxes on said assessment and pay the same over to
the treasurer of said town; the tax collector, before entering upon
the duties of his office, shall, in addition to taking the usual oath
of office, enter into bond in a sum to be fixed by the mayor and
