the absence of the mayor, the council may appoint a president,
who shall have all the powers and privileges of the mayor, except
to sign ordinances; and all meetings of the council shall be public.

1878, ch. 855.

141. The mayor and councilmen shall appoint and qualify a
clerk, who shall keep minutes of their proceedings, which shall
be subject to the inspection of all persons interested therein, and
who shall perform all other duties pertaining to the office; also a
treasurer, who shall give bond, to be approved by the mayor, in
such penalty and with such sureties as the mayor and councilmen
shall prescribe, conditioned for the faithful performance of the
duties of his office, and who shall pay moneys only on the order
of the mayor and councilmen.

142. Annually in the month of May they shall appoint a
bailiff and such police force as they may deem necessary for said
town, who, before entering upon the duties of their office shall
make oath before the mayor and councilmen that they will faith-
fully and impartially perform the duties required of them as
officers, according to the best of their skill and judgment, with-
out favor, affection or prejudice; and the bailiff shall give bond
and security in such sum as the mayor and councilmen may
designate.

143. They may allow their clerk, treasurer, bailiff and police,
such reasonable compensation for their services as they may think
proper, and shall have the power to dismiss any of them at
pleasure; and in ascertaining the pay of the bailiff, they may
allow him such reasonable percentage on all taxes collected and
paid over to the treasurer as to them may seem just; and the
mayor shall receive one hundred dollars per annum, and each
councilman one and one-half dollars per day for each day they
may be in session or attending to their public duties.
