56 ALLEGANY COUNTY. [ART. 1.

they shall have power to remove nuisances and obstructions from
the streets, lanes and alleys, and from any adjoining lots, and
also any houses or other buildings that may become danger-
ous to the neighborhood on any account, and to provide for the
organization, equipment and government of fire companies, and
enforce such rules and regulations as they may think necessary to
preserve the public health and secure the inhabitants from con-
tagious, infectious or other diseases, suppress drunkenness, vice
and immorality, and punish all violations of the public peace
from whatever cause; and generally they shall have power to
ordain and enforce all ordinances, rules and regulations necessary
for the peace, good order, health and safety of the town, and of
the people and property therein, and may impose such reasonable
fines, forfeitures or imprisonments, as to them may appear
necessary, for the violation of any of the ordinances of said town.

1870, ch. 77.

145. They may, from time to time, cause an assessment to be
made of all the property, real and personal, in the town, by three
persons appointed by them, and may levy thereon a tax not
exceeding in any one year, fifty cents on every hundred dollars
worth of assessable property.

1878, ch. 255.

146. Any person may appeal from the valuation made by the
said assessors to the mayor and councilmen; and the said mayor and
councilmen shall meet at the council chamber on the first Monday
in June in each year, and remain in session one day, or longer,
if necessary, for the purpose of hearing and determining such
appeals, and shall give notice of such meeting in such manner
as they shall prescribe; and upon failure so to meet, the said
mayor and councilmen, unless prevented by sickness or unavoid-
able accident, shall each forfeit the sum of five dollars; and they
may at such meetings examine the party appealing or any other
person, on oath, touching the particular value of the property
assessed, and may reduce or increase the assessments as may seem
just.

147. Whenever they shall levy a tax, the mayor and council-
men shall make out an alphabetical list of the persons chargeable
