2138 WORCESTER COUNTY. [ART. 24.

1884, ch. 261.

111. In case any of said commissioners shall die, resign, re-
move from said town, or be otherwise disqualified during the year
for which they were elected, the remaining commissioners shall fill
the vacancy so caused, by electing a citizen of said town, qualified
as aforementioned, for the balance of said unexpired term.

112. The said commissioners shall meet from time to time, as
occasion may require, not less than once in every two months,
and may appoint a clerk, assign his duties, and fix his compen-
sation as they may think proper.

113. They may make all such by-laws and ordinances, not
contrary to law, as they may deem expedient for the comfort,
health, convenience and prosperity of said town and its inhabi-
tants ; for the prevention and removal of nuisances, preservation
of health, and suppression of vice and immorality in said town.

114. All ordinances passed by said commissioners shall be
entered in a book kept for that purpose by the clerk, which shall
be open at all times to the inspection of any person interested;
and copies of said ordinances shall be posted up in the most
public places in said town, that the same may be generally known.

115. Said commissioners shall have power to levy annually
upon all the property in said town, subject to State and county
taxation, a tax not to exceed twenty cents on the one hundred
dollars, to defray the expenses of said corporation; and the
collector appointed by them to collect and pay the same over to
them, shall have the same power of distraint as a collector of
county taxes; and they shall fix the term of office, responsibility
and compensation of eaid collector; and may appoint two citizens
of said town to assess all property in said town, who, before be-
ginning their work, shall be duly sworn to make such assess-
ment fairly and impartially.
