1880 TALBOT COUNTY. [ART. 21.

P L L, (1860,) art 20, sec 106.

140. They may determine upon and regulate all matters relat-
ing to the building of wharves in said town, regulate the moving
of rafts, arks and boats, and prevent all nuisances and obstruc-
tions in the waters of the creek and harbor in front of the town.

1865, ch. 201.

141. They may open, close, grade and level streets and alleys,
and remove all nuisances and obstructions from the same, and
prevent encroachments thereon by building or otherwise; and if
any person shall neglect or refuse to remove such obstructions or
nuisances after being notified by said commissioners so to do, the
said commissioners shall have authority to sell the same at public
auction after ten days' public notice, to the highest bidder for
cash or on credit; and the proceeds arising from such sales shall
be paid over to the treasurer for the benefit of the town.

142. All the property of said town shall be vested in said
commissioners, and they may collect all wharfage due and taxes
levied by them as other taxes are collected.

143. They may lay out, mark and define the several streets in
said town, may name them, and change the names at pleasure.

144. They may levy and collect taxes in said town not ex-
ceeding in any year fifty cents on the hundred dollars on the
assessable property in said town, and shall once in three years
appoint an assessor, who shall, under oath, value and assess the
property in said town, in the same manner and with like authority
as county assessors.

145. If the owner of any property assessed shall feel aggrieved
by such assessment, he may appeal to the commissioners, who
may make such deduction therefrom as may seem just and reason-
able to them.
