1876, ch. 170.

146. The said commissioners may annually appoint one or
more persons to perform the duties of bailiff or collector within
the limits of said town, who shall take an oath before some justice
of the peace for Talbot county to faithfully perform his or their
duties without favor, affection or partiality, according to the best of
his or their skill and judgment, and who shall give bond in the
same manner and in the same penalty as the constables of Talbot
county.

147. The bailiff shall preserve order, keep the peace, serve
processes, abate nuisances and execute all orders of the board of
commissioners, and shall have power to command the peace,
arrest offenders, collect monies due the corporation, and do all
such other acts and perform such other duties in matters pertain-
ing to its government, within the limits of said town, as may be
ordained by the board of commissioners, as fully as a constable.

148. The said commissioners may pass all by-laws and ordi-
nances necessary to give effect and operation to the powers vested
in them, and may impose fines, penalties and forfeitures for the
breach thereof; but no ordinance shall impose a fine of more than
ten dollars for any one offence.

149. All taxes, fines, forfeitures and penalties imposed by said
commissioners by virtue of any law or ordinance, shall be applied
for the use of the town in such manner as may from time to time
be directed by ordinance.

150. The treasurer of said town shall keep an account of all
money that shall be received and paid away by him as treasurer,
and the said account shall be at all times open to the inspection
of the commissioners or of any other person interested therein.
