zance of all violations of said by-laws or ordinances, and upon
information may cause all persons offending against them to be
brought before him for trial, and may fine the party, if convicted,
not exceeding ten dollars, and in default of payment of said fine
and costs may commit the offender to the county jail for a term
not exceeding twenty days; but any person so convicted may
appeal from the judgment of the justice of the peace to the cir-
cuit court for St. Mary's county; provided, however, he shall,
within five days after such judgment, enter bond with good secur-
ity, in the penalty of twenty dollars, to prosecute said appeal with
effect.

71. The party authorized by said commissioners to collect
taxes may enforce the payment of the same in the same manner
as collectors of State and county taxes.

72. The said commissioners may make all necessary regula-
tions to secure property against fire, promote health and conduce
to the general welfare and prosperity of the said village.

73. They may annually appoint an active, discreet person to be
bailiff and collector within the limits of said village; and the said
bailiff, before proceeding to the execution of his said office, shall
take an oath, to be administered by a justice of the peace for
said county, that he will faithfully and impartially perform the
duties required of him as bailiff and collector, within the limits
of said village, according to the best of his skill and judgment;
and he shall give bond in the same manner and with the same
penalty that the several constables of said county are required by
law to do.

74. He shall attend the meetings of the commissioners when-
ever he shall be requested, and shall perform such services as
shall from time to time be directed by them.
