ing commissioners shall not cease; but the power of the inhabit-
ants of said village in that respect shall continue the same as
.though such an election haft been made; and the commissioners
for the time being shall continue and remain in office until such
election shall be held.

66. The limits of the village of Leonardtown shall be as estab-
lished, marked and bounded by the commissioners, and recorded
among their proceedings.

67. The said commissioners may appoint a clerk and assign
his duties, and allow him such compensation as they may think
proper; and all ordinances passed by them shall be entered by
their clerk in a book to be kept by him for that purpose, and
shall be open at all times for the inspection of any person inter-
ested ; and copies of all ordinances shall be published or put up.

68. They may levy and collect taxes not exceeding in any one-
year fifteen cents in the hundred dollars on the assessable property
of said village; and for the purpose of making said levy they
shall, once in every two years, or oftener if they think proper,
appoint an assessor, who shall, under oath, value, appraise and
assess the property in said village.

69. If any owner of such property shall conceive himself
aggrieved by the assessment made by said assessor, he may appeal
to the said president and commissioners, who may make such
deduction from such assessment as to them shall seem just and
proper.

70. The said commissioners may pass all by-laws and ordi-
nances necessary to give effect and operation to all the powers
vested in them for breach of said by-laws and ordinances; and
