150. Each of said primary elections shall be conducted by
three judges in each of said election districts, to be appointed by.
said State central committee for said county; and the names of
said judges shall be published in at least one newspaper published,
in said county ten days before said election day; and each of
said judges shall be notified, in writing, of his selection before
said election day by said committee; and if one or more of said
judges shall fail to appear at the place of holding said election in.
his district at least ten minutes before the time fixed for begin-
ning same, or appearing, fail to qualify, the other judge or judges
present and qualified shall appoint other judges or judge to the
vacancy thus created; and said judges holding said election shall
appoint two clerks for the election in each district; and every per-
son acting as judge or clerk at such election shall, before any votes
are received, make oath or affirm before a justice of the peace of
said county that he will faithfully perform all the duties by him
to be performed as judge or clerk, so as to secure to the best of
his ability a fair election and a fair and correct statement of the
result of said election.

151. No person shall vote at any such election who is not a
duly qualified and registered voter in the election district where;
he offers to vote, and who is not a bona fide member of the
political association or party holding said election ; and the State
central committee of the democratic party for said county, when
said primary election is held by said party, shall obtain a copy of
the registration list of the qualified voters of each district, duly
certified by the clerk of the circuit court for said county (the said,
clerk being hereby required to furnish such certified copies to
any such committee upon demand and upon the payment of the
usual fees,) and deliver the same to one of said judges appointed
in each of said districts for the purpose of holding said election;
and it shall be the duty of said judges receiving said copies to
keep the same unchanged, and to have the same at the polling
places so said elections may be held by the same; and one of said
judges shall check off from said list the name of each voter as his
ballot is received and placed in the ballot-box.
