116. He shall be the collector of all State and county taxes-
for Prince George's county that may be levied by the county
commissioners; and shall have full power and authority to re-
ceive and collect said taxes, and to enforce payment thereof, and
to convey title to any real or personal estate sold by him for the
payment thereof; the sale of any real estate sold by him shall
always be reported to the circuit court for Prince George's county
for ratification; and if it shall appear that he has complied with,
the requirements of law, it shall be the duty of the said court to
ratify the same, either party to such proceeding to have the right
of appeal to the court of appeals; and if the land sold shall not
be redeemed within the time prescribed by law, the treasurer
shall convey the same in fee simple to the purchaser thereof; the
said treasurer shall receive county certificates of indebtedness
from persons owing county taxes to the amount of two-thirds of
the county taxes hereafter to be placed in his hands, due by them
respectively; provided, the said certificates are payable out of the
levy of the current year; and he shall reserve out of the money
so collected by him a sufficient sum to pay the amount levied in
each current year for public schools; and shall pay the said
school fund over to the board of county school commissioners,
as follows: one-fourth on or before the first day of November;
one-fourth on or before the first day of February; one-fourth on
or before the first day of April, and the remaining one-fourth on
or before the first day of July; and the deduction allowed on
the county tax by this section shall not be made to any person
unless the whole county tax against him be paid before the time
therein specified; and the said treasurer shall be required to
report monthly to the county commissioners the amount collected
by him; and on the first day of July succeeding the date of the
levy for each current year, and not before, the county commis-
sioners may draw on the said treasurer, pro rata, to all who shall
present such certificates within ten days after each and every
month, for the amount that may then appear to be in his hands
to their credit, and continue so to draw as they may find funds in
the hands of said treasurer to their credit, until they have dis-
charged all the indebtedness due and owing by Prince George's,
county for which the said levy was made; it is hereby declared.
