the peace, and who shall impose fines, penalties and forfeitures
for the breach of any ordinance passed by the commissioners of
said village, and whose powers shall be the same as justices of the
peace for said county; and the commissioners are farther author-
ized to appoint one or more bailiffs, who shall have the same
authority and power within said corporation as constables have.

61. They are authorized and empowered to levy annually such
taxes upon the assessable property within said corporation as may
eeem to them necessary; provided, that the amount of taxation
for any one year shall not exceed thirty cents in the one hundred
dollars, which tax may be collected by a collector appointed by
the commissioners, and in case of neglect or failure to pay such
taxes, they shall be collected in the mode prescribed for the
collection of county taxes.

62. They are authorized to direct any or all of the footways

within said village to be laid off, levelled and paved with such
material as may to a majority of them seem best, and one-fourth
of the expenses of such work and improvement shall be borne by
the owners of the property in front of which the same shall be
directed to be made; and upon neglect or refusal to pay the
amount so assessed and expended, the commissioners may recover
the same of said owners in the same manner in which county
taxes may be collected and recovered.

63. They are authorized to procure a house for the incarcera-
tion of all persons who may be committed thereto by the proper
authorities for the violation of any ordinance of the corporation.

64. It shall be the duty of the county commissioners to pay
annually to the commissioners of the village of Bladensburg, the
amount of the road tax levied or taxed upon property within the
limits of said corporation, to be appropriated and used by them
for the repair and improvement of the roads within said corpo-
rate limits.
