1374 HARFORD COUNTY. [ART. 13.

1876, ch. 372.

259. All persons bidding for said collections shall, at the time
of so doing, file with said commissioners a good and sufficient
bond for the respective district for which such persons may have
bid for the collection of such taxes, said bond as to the penal sum
and conditions thereof, to be in accordance with the provisions of
article 81 of the code of public general laws, title " Revenue and
Taxes."

260. The county commissioners shall give two weeks' notice
by publication in the county papers, of the time of receiving bids
for said collection of taxes, on which day, at twelve o'clock
meridian, they shall meet in their office at the court-house in
Belair, and hold an open session for one hour, for the reception
of bids, when the same shall be opened, and their decision made;
provided, however, that if they be in doubt as to the sufficiency
of the bond offered by any bidder, they may postpone their
decision as to such bid to such time, not exceeding two weeks,
to examine into the same; and should any such bond, in their
judgment, prove insufficient, they shall award the collection to
the next lowest bidder having a good and sufficient bond, and
having, in their judgment, good business qualifications for said
office; should the bond of any bidder prove defective merely as
to matters of form, such defect may be corrected by the filing of
& new bond.

261. Should no bid be received, as to any district of said
county, or should none be received with proper bond and within
the per centum required by section 257, the county commissioners
as to such district may, in their discretion, again advertise for
proposals, or appoint a collector for the same.

262. The county commissioners shall levy such commission,
not exceeding five per centum on the amount to be placed in the
hands of said collectors for collection; said commission to be levied
for the use of said collectors, and to be collected as other charges
are collected; the governor shall fix the commission of collectors
