130. The justices of the peace for Harford and Baltimore
counties, and the circuit courts for said counties, shall have con-
current jurisdiction in all cases that may arise under the provi-
sions of section 128, and shall have full power, authority and
jurisdiction to impose the fines prescribed in said section in the
respective counties in which the offence may be committed; and
the person so offending may be conveyed to either Harford or
Baltimore county for trial and condemnation before a justice of
the peace, or the circuit court for either county; and all fines so
collected shall be divided as follows, to wit: one-half to the
informer and the other half to the commissioners of said county,
for the benefit of the school fund of said county.

131. Any party against whom any justice of the peace may
render a judgment under said section may, at any time within
ten days from the rendition of such judgment, appeal therefrom
to the circuit court for the county -wherein the same may have
been rendered; but no such judgment shall be stayed unless the
party appealing shall give bond to the State, with two sufficient
securities, to be approved of by the justice, in double the amount
of the fine imposed, with condition to prosecute such appeal with
effect to the circuit court at its next session thereafter, and to
pay the fine imposed and all costs attending such proceedings, in
case judgment shall be affirmed.

132. It shall be unlawful for any person to fish by hauling
seine, or to haul seine in the waters of Bush river, or any of its
tributaries, in Harford county.

133. From the twentieth day of May to the twentieth day of
August, it shall be unlawful for any person to fish with pound
nets, or with gill nets, in any of the waters mentioned in the pre-
ceding section.
