the sources mentioned in this section; and it shall not be lawful
for them to contract or pay any debt in excess of the annual
revenue provided for them by law for school purposes; nor shall
the county commissioners assume or pay any debt or any portion
of any debt that shall or may be contracted in violation of the pro-
visions of this section.

210. The governor shall, by and with the advice and consent
of the senate, at each regular session of the general assembly,
appoint three competent persons, residents of Garrett county,
who shall continue in office for two years from the time of their
appointment, and until their successors are appointed and quali-
fied, who shall be designated " school commissioners," and who,
when organized, shall be and constitute the board of county
school commissioners for Garrett county, and shall have control
of all educational matters affecting said county.

211. The school commissioners appointed under the preceding
section shall meet at Oakland for organization on the first Monday
in July next succeeding their appointment, or as soon thereafter
as may be, and elect a person not a member of the board, who
shall serve as secretary, treasurer and examiner, and notice of such
election, signed by the president of the board, shall be transmitted
to the comptroller of the State treasury. The board shall meet
whenever the school interests of the county require a meeting,
and shall receive for their services when occupied by the duties of
their office the sum of three dollars per day; provided, that no
school commissioner in said county shall be paid for his services
more than one hundred dollars in any one year.

212. In case a vacancy shall occur in the office of school com-
missioner of said county, by resignation, death, removal from the
county, or otherwise, the governor shall appoint a competent
person to fill the vacancy during the remainder of the unexpired
term.
