285. All fines and forfeitures, under the ordinances of the
said corporation, shall be recoverable before the president of the
commissioners, or before a justice of the peace, as small debts.
JURORS.

286. The county commissioners shall annually levy such sum
of money as in their judgment will be sufficient to pay the
expenses which may be annually incurred by the attendance of
jurors at the circuit court for said county.

287. The sum so levied shall be collected as other county
charges, and the collector shall pay to the jurors immediately
after the adjournment of each court, such sum as they may
severally be entitled to receive for their attendance at that court.

288. A certificate signed by the clerk of the circuit court,
stating the number of days which each juror shall have attended
said court, and the sum due him for such attendance, shall be
sufficient authority to the collector to pay the amount specified in
such certificate.

289. There shall be the following number of justices of the
peace and constables in Frederick county, to wit: for election
district number one, four justices of the peace, one of whom
shall reside at Point of Bocks, and three constables; for election
district number two, eight justices of the peace and six con-
stables ; for election district number three, three justices of the
peace and three constables; for election district number four,
three justices of the peace and three constables; for election
district number five, four justices of the peace and three
constables; for election district number six, three justices of the
