290. Whenever the county commissioners for Frederick county
shall create and establish any new election districts, in said county,
there shall be appointed, by the governor, two justices of the
peace and by the county commissioners, two constables for each
election district so established.

291. All fines and penalties imposed by the circuit court for
Frederick county, upon persons therein convicted of any crime
not exceeding in grade a misdemeanor, except such fines as now
are applied by law to the county school board of Frederick
county, shall be collected by the sheriff of said Frederick county;
and together with all forfeitures that may be collected by said
court, by judgment or decree thereof, shall be used under the
order of said court in purchasing law books for the use of its
public law library.
