1168 FREDERICK COUNTY. [ART. 11.

shall be open at all times to the inspection of all persons in-
terested ; and copies of all ordinances shall be put up in the most,
public places in the town.

279. Said commissioners shall have power to pass all such
by-laws and ordinances, not contrary to law, as they shall deem
wise, equitable and expedient for the comfort, health, convenience
and prosperity of the town and its inhabitants, and for the pre-
vention or removal of nuisances, preservation of health, and
suppression of vice and immorality within the limits thereof.

280. They shall have power to lay an equal tax on the
property within the taxable limits of the town, to such amount
as they may deem necessary for the uses of the corporation,
which tax shall be collected and paid to the president and com-
missioners by a collector appointed by them, and the collector
shall have power to distrain therefor, as the collectors of county
taxes may do for county taxes.

281. They shall fix the term of office, responsibility and com-
pensation of the collector.

282. They may prohibit hogs from running at large within
the taxable limits of said town, under such penalty as they may
think proper, not exceeding two dollars for each hog found
running at large.

283. They may appoint a bailiff, who shall preserve the peace
and good order of the town, and for that purpose shall have all
the powers of a constable.

284. The president of the commissioners shall have all the
powers of a justice of the peace in all matters relating to said
