255. All offences against the laws and ordinances of the
mayor and aldermen shall be tried and determined by the mayor
or an alderman of the city, and all arrests for breaches of the
laws and ordinances of the corporation shall be made by the
constables appointed by the mayor and aldermen, and by no other
constables whatsoever.
1872, ch. 138.
256. They shall have full power and authority to authorize
and permit, and by ordinance to grant, to any railroad company
whose road enters or is intended to enter the limits of Frederick
city, the right and privilege of laying down and constructing its
track, and of building and grading its road along, through and
over any of the streets, lanes or alleys of the city, subject to such
regulations as may be prescribed in the ordinance granting said
right and privilege of laying down and constructing said track,
and building and grading said road, along, over and through any
street, lane or alley of the city.

257. They shall have power to regulate and to provide for
the issuing of licenses or permits for all hawking, peddh'ng and
vending of marketable commodities, wares and merchandise of
every description, upon the streets or highways of the city, and
to issue licenses or permits to all itinerant peddlers who may go
from home to home to vend or sell any wares or merchandise; to
regulate and provide for the issuing of licenses to all traveling
persons who dispense medicines or medical advice, and secret or
pretended inventions and remedies, and for licensing commercial
travelers and all retail dealers, non-residents of the city; to regu-
late and license hackney carriages, omnibusses or other vehicles
used in said city for the carriage of passengers or travelers; and
if they see fit, they may require every such vehicle to be num-
bered to correspond with the number upon the license issued to
it in pursuance of this authority.

258. It shall be lawful for any livery stable keeper in Fred-
erick city to retain in his custody any horse, mare or gelding,
