placed under his care for livery, and also any vehicle, until all
charges for so keeping shall have been paid by the owner.

1870, ch. 155.

259. It shall be lawful for such livery stable keeper to sell any
such horse, mare or gelding, or vehicle, at public auction, for
cash, in Frederick city, after giving at least three weeks' public
notice of the time, place and terms of sale in one or more news-
papers published in said city prior to the day of sale; and after
deducting the amount due for keeping, together with all expenses
attending such sale, then to pay over the surplus, if any, to the-
owner.

260. Before proceeding as above, it shall be necessary for
such livery stable keeper to state an account for the keeping of
such horse, mare or gelding, or vehicle, and prove the same before
a justice of the peace for Frederick county, who, upon being
satisfied by proof of demand, and refusal or neglect to pay on the
part of the owner, shall thereupon issue his warrant authorizing
such sale as aforesaid; provided, that the proprietor of such livery
stables shall set up on his premises, in some conspicuous place, a
copy of the two aforegoing sections, printed in large type, and
his rates of livery.

1878, ch. 296.

261. The mayor and aldermen shall have full power and
authority, and are required to levy all necessary taxes upon the
property within the taxable limits of said corporation for the
payment of the interest on the bonds authorized to be issued by
the act of 1878, chapter 296, and for the payment of the principal
thereof at the maturity thereof, and shall create a sinking fund
for that purpose, and levy the necessary taxes therefor.

262. It shall not be lawful for the owners or lessees of any
public hall, church, school, or place of amusement, in the cities
of Frederick, Annapolis, Baltimore, Cumberland, Hagerstown or
Frostburg, to obstruct, or allow to be obstructed by others, any of
the aisles or passage-ways in the auditorium of said halls, churches,
schools, or places of amusement, by placing therein any benches,
