279 Each of the five county commissioners shall be and act
as general road supervisors of the commissioner district from
which he has been elected, or to which he shall be assigned by
his co-commissioners, and shall have special supervision of the
acts, duties and accounts of the road supervisors appointed in his
said district by the county commissioners, as is now or hereafter
may be provided by law; it shall be his duty to inspect the roads
in his said commissioner district and report the condition thereof
to the board of county commissioners for their action in the
premises; no road bill from his district shall be passed by the
county commissioners until he shall have examined and reported
on the same; it shall be his duty to notify the several road super-
visors of his district of such needed work upon their respective
roads as comes to his knowledge, and to report for the action of
the grand jury any gross neglect of said road supervisors, and
such obstructions to public travel, and road nuisances, as come to
his notice; and for every day that he may be actually engaged
in the inspection of the roads of his district he shall be entitled
to charge the same on his account as county com missioner; always
provided, that his entire compensation as county commissioner
shall not exceed the sum of two hundred dollars per annum.

280. John A. Williams, of Caroline county, is authorized and!
empowered to open a new road for public trade, thirty feet wide,
as follows: Beginning in the centre of the road dividing Caroline
and Dorchester counties, and leading from Federalsburg to Reli-
ance, near the corner of the plum orchard in said John A.
Williams' field, and running through said John A. Williams' field,
south five and a half degrees, east one hundred and twenty-
two perches, where it joins the present county road dividing
said counties, near Nathaniel Davis' bridge; and immediately
after the said John A. Williams shall have opened and constructed
and dedicated to the public the said new road, and not before,
the said John A. Williams shall have the right, and is author-
ized and empowered, to close up the old road and enclose its bed
in his bounds and inclosure; and from and after the opening;
of said new road and closing of the present road, the said new
