taries in Dorchester connty, usually known or need as a haul-seine
reach or shore, or in any other manner or way prevent a bona fide
owner of a shore, or his agent or tenant, from using or fishing such
shore, or to haul a seine in said waters, upon the shore of any
owner, occupant or tenant of said shore, without the consent of
said owner, occupant or tenant first had and obtained; and any
person hauling a seine without said consent, or who shall wilfully
or maliciously place any obstructions as aforesaid, shall, upon con-
viction by the circuit court for said county, upon indictment or
by justice of the peace of said county, be fined not less than ten
dollars or more than fifty dollars and costs, and stand committed
until fine and costs are paid.

181. Upon default in the payment of such fine, the seine or
boat, or both, shall be liable to seizure, and upon ten days' notice
being given shall be sold, and a sufficiency of the proceeds of the
sale shall be appropriated to the payment of the fines and costs,
and the balance, if any, shall be paid over to the owner of said
seine and boat; provided, however, that an appeal to the circuit
court shall in all cases be allowed if demanded by the defendant
within ten days from the date of judgment; and upon the filing
of an approved appeal bond at the time of praying such appeal,
execution upon such judgment shall be stayed as in ordinary cases
before justices of the peace.

182. It shall not be lawful for any non-resident of the State to
take or catch fish in any manner or way in the waters of the Nan-
ticoke river without first obtaining from the clerk of the circuit
court of either Wicomico or Dorchester county, a license therefor,
which license shall be granted upon the payment of twenty dollars
to said clerk, for the use of the State of Maryland; said license
shall be in force for one year from its date, and shall be confined
to the boat or vessel therein named; any person not a resident of
the State violating this section shall, upon conviction before any
justice of the peace of the State, be subject to a fine of not less
than fifty nor more than one hundred dollars, and forfeit the boat
or vessel, and all nets, seines or tackle so used in taking fish; the
